The CTF program provides qualified schools, libraries, hospitals and other non-profit organizations up to a 50% discount* off select communication services offered by Comcast in California. (Actual discounts for schools and libraries may vary based on application of federal E-rate discounts.)

ELIGIBILITY CRITERIA

The CPUC categorizes CTF eligible entities into four different groups:

  1. Community-Based Organizations (non-profits)
  2. Schools and Libraries (E-Rate)
  3. Hospitals & Health Clinics
  4. Community Colleges

Note: The program was established by Decision 96-10-066 on October 25, 1996. In this decision, the California Public Utilities Commission reaffirmed its commitment to universal service, and created the CTF program in accordance with state and federal directives. The program is funded through a surcharge on all customers that purchase intrastate telecommunications services.

California Teleconnect Fund Program Application Process

Please submit your approval letter for the CTF program using the following email address or contact the following toll-free number: ComcastCTF_CAR@cable.comcast.com / 1-844-963-0222.

For newly approved applicants, the discount begins on the date application was received by the CPUC provided you have contacted Comcast within 30 days of receiving approval notification. Following the receipt of your first bill, please allow 1-2 billing cycles for the CTF subsidy to appear on your account once notification has been sent.  

If you are an organization receiving the federal E-Rate subsidy in conjunction with the CTF subsidy, please ensure to notify Comcast of your funding method selection. Per the CPUC’s website, “Administrative Letter No. 14 eliminates the option of Billed Entity Applicant Reimbursement (BEAR) E-Rate funding method for CTF participants.”
